AN ORDINANCE OF THE MAYOR AND COMMON COUNCIL OF THE TOWN OF PAYSON, ARIZONA, AMENDING SECTIONS 33.97 OF THE CODE OF THE TOWN OF PAYSON, TO ALLOW MIDDLE SCHOOL STUDENTS TO SERVE AS ALTERNATE MEMBERS ON THE PAYSON AREA ADVISORY YOUTH COUNCIL.
WHEREAS, the Town of Payson has an advisory youth council, Payson Area Advisory Youth Council (PAAYC); and
WHEREAS, currently members of PAAYC must be high school or college students; and
WHEREAS, the Town desires to allow middle school students to serve as alternate members on PAAYC,
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE TOWN OF PAYSON, ARIZONA, DO HEREBY ORDAIN AS FOLLOWS:
Section 1. Section 33.97(G) of the Code of the Town of Payson is hereby amended and as amended shall read as follows:

(2) HIGH SCHOOL STUDENT shall mean a person under the age of 19 who is currently enrolled at any public, private, or charter high school, or a student meeting the requirements for home schooling as defined in A.R.S. § 15-802 at the high school level.
(3) COLLEGE STUDENT shall mean a person under the age of 23 who is currently enrolled at an accredited college or university and taking at least 12 credit hours per semester.
Section 3. Section 33.97(J) of the Code of the Town of Payson is hereby deleted.

Service by mail must include signature confirmation or certified mail, signed return receipt signed by the party to be served; and, an Affidavit filed with the Court by the Serving party stating (a) that the summons and a copy of the pleading and other documents being served were dispatched to the party being served; (b) that such papers were in fact received by the party as evidenced by the receipt, or copy of the signature confirmation containing the signature of the party served and cash register receipt or package label, a copy of which shall be attached to the Affidavit; and, (c) the date of receipt by the party being served and the date of the return of the receipt or signature confirmation to the sender.
