The Forest Service should get its act together. It has closed Mormon Lake to off-road vehicles because it feels the terrain cannot take it anymore.
However, when a neighborhood cannot take it anymore, (the Forest Service) doesn't give a hoot. In south Star Valley on Houston Creek, motorcycles and ATVs have carved a racing track, (and people) are trashing the area with beer bottles, cans and food wrappers. They are harassing the neighborhood with their noise day and night. Neighbors complain, but are unanswered. The forest management doesn't seem to care. Mormon Lake is in the middle of the forest. Houston Creek, one of the few creeks in Arizona running year around, is next door to a residential area.
