I just read Friday's Roundup regarding the dog's attacking a woman on West Main Street. A number of Payson residents worked very hard sometime ago to institute a dog leash law here in Payson. It has worked fairly well up to now.
I can't believe the laissez-faire attitude of the local animal control unit in not immediately impounding the three animals. That is not a logical or rational response by the animal control unit.
Of course, this is not the animal's fault. It is the total irresponsibility of the dog owner. A stiff monetary fine and voluntary work with the animal control unit may open the dog owner's eyes to the responsibility and privilege of owning a dog.
A person's liberty (doing your own thing) ends at the intrusion of another person's freedom.
