Are Nice-Looking Storefronts All We're Looking For?

The saga continues. I see Kaiser Garage (one of the great downtown redevelopment projects that's supposed to be a huge destination point drawing visitors to Payson) has used their redevelopment money to redo their building. I just assumed they would actually open. Instead the owner got a good deal and had us remodel his building so that he could get more money when (if) he leased it out.

If nice looking storefronts (not actually open businesses) is all that Karen Greenspoon requires, why don't we just build rows of false fronts like they have at Disneyland? It would be a lot cheaper and Disneyland seems to be doing OK tourist wise. It seems Mickey Mouse is already here.
