When the Payson Town Council ratified an action from early 2002 last night, it was following instructions from the Attorney General's office.
Still, some residents said they could not ratify something so long after the fact.
The action ratified was taken by the town manager, making the airport manager accountable to his office, rather than that of the town engineer.
The realignment had been recommended in a memo signed by three council members and the mayor, which Payson resident Pat Randall thought was a violation of the open meeting law and filed a complaint with the Attorney General's office.
The ratification did not address the memo with the signatures, but only the act that apparently resulted from it.
To further remedy the matter, the Attorney General also has told the mayor and council members they must attend an open meeting class at the August meeting of the Arizona League of Cities and Towns.
