Council Made The Right Decision

It is shocking to read Bob Jacobs' letter in the Roundup of March 5 about a water issue.
It reads in part: "As I recall, a petition was signed by a majority of residents."
Webster's Dictionary states, "a majority is a number greater than half of a given number."
Now the facts: Payson population: 14,400. List of names: 1,322.
The town council made a smart decision in receiving the list of names, but taking no action on a request representing less than 9 percent of the population, of which many were not Payson citizens.
