Quorum Should Be Present Before Vote

Though I'm neutral on the measure adopted by a 3-1 vote, it appears there is a far more glaring need a council quorum should not be attained unless at least six members are in attendance. For those who say that business would never get accomplished, all we have to do is to vote for those who will be there, period.

(According to town staff, a quorum of the council is four members. Therefore, a quorum was present at the meeting when the vote was taken.)
