Don't blame the MVD. Payson MVD sees more than 3,000 people a month. The law binds their actions and they do not have the option to change the law.
I have had several dealings with Payson MVD, one of which was to obtain a motorcycle endorsement. I found Payson MVD personnel knowledgeable, helpful and courteous, as well as the staff in Cottonwood, where I took my skills test.
I still have my motorcycle operator's manual that I studied to take the written test. At the bottom of the first page, it explains very clearly that you only get one instruction permit, which is good for six months, and that it can be renewed one time within a 24-month period. That tells me that you have taken the time to renew your permit once, while your wife was ill, and that you had an instruction permit for a total of one year.
If you are not ready to take the riding skills test after one year of practice, please just stay off the road.
