Property Owners Must Seek Their Own Enforcement



Having majored in real estate in college, operated a real estate school which included classes in Payson, and taught real estate investment courses around the nation, I can tell you that CC&Rs are private and zoning issues are established and enforced by a government. Neither can enforce the other with the enforcement of CC&Rs totally the responsibility of the property owners subject to their CC&Rs. They agree to these when they purchase their property.

Your Payson community development director (Bob Gould) is correct with his interpretation of the recent matter discussed in the Friday, Jan. 24 Payson Roundup. The owners subject to the CC&Rs at Rodeo Ranches must seek their own enforcement -- not from the city.
