With the ever-increasing traffic congestion on the highways in Payson, an alternate east route for those vehicles that don't have any intention to stop in Payson will prevent many problems for businesses in this town. Big trucks and many people have other destinations they need to get to without encountering severe traffic problems that can be alleviated.
A "loop road" could be constructed without allowing any businesses on it. It should start a few miles south of Payson and would not prevent vehicles coming to Payson or points farther north from continuing on their way. The highway coming up here is still a divided four lane road and would carry all the vehicles necessary for businesses to prosper. The reality of the worsening congestion must be addressed before it becomes a major pollution problem, too.
