Willa Grace (Blackburn) Baxter died July 3, 2004 at Salem Township Hospital. She was born May 6, 1926 at Wellsville, Ohio, the daughter of Ralph and Willa (McNear) Blackburn.
She grew up in East Liverpool, Ohio, where she and her future husband, Theodore E. Baxter, both graduated from East Liverpool High School with the class of 1944.
She was married to Mr. Baxter in March of 1945.
While living in East Liverpool, she was employed by Riverview Florist in the orchid department, and also worked at the Bus Terminal Restaurant.
The couple lived in Mesa for several years and while there she was employed by Motorola in Phoenix as an assembler.
After retirement, the couple moved to Salem, Ill.
Survivors include her husband, Theodore; sons, Ralph E. Baxter of Ketchikan, Alaska and Raymond (Bill) Baxter of Florence, Ky.; sisters, Alice McGraw of Phoenix and Ada Lee of Prescott; grandchildren, Lisa Ralston of Payson, Starr Baxter, who is with the Military Police in Iraq, Angela Rauch of Villa Hills, Ky. and Christopher Baxter of Erlanger, Ky.; and four great-grandchildren.
She was preceded in death by her parents; sisters, Vivian Goodballot and Jean Kevan; brother, Sam Blackburn; and one grandchild, Sandra Grace Baxter.
Donations can be made to the Zion Cemetery Fund for upkeep (nonprofit) or condolences may be sent to Theodore "Ted" Baxter and family at P.O. Box 421, Florence, KY 41022-1421.
Graveside services will be held at Zion Cemetery in Illinois at a later date.
