A: The planned hotel's water will come from the Payson water system. When water is allocated to a future projects -- such as the event center hotel -- it is included in the tally of water used from year-to-year that determines whether the town has stayed below, reached, or exceeded the "safe yield" limit. Even though a planned facility is not actually using water, the checks-and-balance system employed to track Payson's water includes it in the amount used.
