"It was an economic decision," said Jerry Holland, comptroller for the Tonto Apache Tribe, which owned and operated the ice cream shop.
He said the shop carried a superior product, but the business was not profitable in spite of being voted Payson's Best Ice Cream three years in a row. To be a success, research indicated it needed about 10,000 people to walk by it every day, Holland said.
The shop, part of a nationwide chain, opened in July 2001. Holland said since it was a franchise, the materials used had to come from specific suppliers and in some cases that added to the cost of doing business.
