Regarding the article about illegal dumping in the forest, it would seem to me that the best way to stop this problem is to make legal dumping easier.
Two existing problems with legal disposal at this time: the landfill is a pretty good distance away from town, and it is fairly expensive.
My thought would be that it would be less expensive for everyone to have a monthly drop off of such large items at some local area and charge a reasonable fee for dropping them off. Some revenue would be generated to help cover the cost and the forest trashing would be reduce.
