Q: I noticed the new telephone books have been dumped, en masse, by community mailboxes in several neighborhoods. Can't that telephone book company be charged with littering?
A: "Theoretically, there is a town ordinance that talks about handbills and littering," Police Chief Gordon Gartner said. "We've normally never enforced that ordinance, because companies like U.S. West, before it was Qwest, used to deliver their phone books by throwing them in people's driveways. If we were to start enforcing that against one company, we'd have to enforce it against every company."
