A: "Research has shown that signs are most effective when they are used sparingly," said Diane D'Angelo, public information officer for the Arizona Department of Transportation. "When (the signs) are used frequently, the drivers stopped reading them. Our operators at the traffic operation center in Phoenix use a lot of discernment as to what goes on those message signs and how frequently they get changed."
