Town Manager Fred Carpenter said the Payson Town Council, after more than two months of salary revisions, capital improvement reallocations and overhead tightening, will adopt a tentative budget for the 2006-2007 fiscal year.
During the council's regularly scheduled Thursday meeting Mayor Bob Edwards and the town's six councilors will consider their financial choices for final budget adoption Aug. 3.
Much of the town's budget income relies on property and sales taxes. Carpenter said property taxes comprise 3 percent of the total tax bill.
"The rest of our tax comes from sales tax and shared revenue," Carpenter said. "We get something like 15 times as much revenue from sales tax than we get from property tax."
Two residential projects -- a general plan amendment and a rezoning hearing -- are also on the agenda for Thursday night.
Doug Pelton of Aero Development seeks a General Plan amendment -- the first of its kind -- to accommodate Silverwing, a subdivision of hangar homes.
The town's General Plan -- ratified in 2003 -- is a growth-management program that defines future land use.
Pelton will hear the council's decision on his request to change 51.6 acres north of the Payson Municipal Airport from an employment designation to rural-residential.
After more than four months in the making, Kevin Sokol asks the council to consider his 16.7-acre Boulder Ridge development for rezoning.
Sokol's subdivision calls for 28 townhomes and 23 detached, single-family homes. The project also includes open, green space, a pathway and recreation facilities. Sokol said he'll donate a portion of the land to the town for workforce housing.
To plan capital improvements for the next five years, Carpenter asks for the council's OK to pursue a $10,000 grant from the state's Department of Commerce. The money will pay for an analysis of the town's future needs, including streets, mains and pipelines.
