Neighbor Should Keep Cat Under Control

I am having a real problem. I would like to know why I have to put up with my neighbor's cat coming into my yard and destroying my expensive iris and daffodil gardens, using them as a litter box.

I have been told by police I will have to rent a trap for $35 to catch this cat and take it to the Humane Society. I thought when you owned pets you were responsible for taking proper care of them.

This neighbor fostered two dogs that were not kept under control, and were running loose all over the neighborhood. They were told by animal control several times, and finally got rid of them.

The police told these neighbors to keep this cat they are fostering in the house with a litter box. They are not complying.

I would like to know why I am the one who has to take action to keep these animals out of my yard when these people are so irresponsible.

There should be a town ordinance to protect the innocent neighbor from the roaming so-called pets destroying neighbors' property.
