David Rutter Seeks Council Position


Why are you running?

Since moving to the town of Payson I have been interested in town government. I believe it is important to participate and help the town progress and feel that I can contribute. I want to serve the people of Payson.

What changes are you seeking to implement?

In order to serve the people of Payson, I want to see more emphasis on developing and implementing existing master plans, the Payson Goal Plan, and task force recommendations. Every town department should have a master plan and a commitment to keep it current.

The people have spoken. We need to listen to what they want and prioritize accordingly. There are some changes already under way regarding water, event center, trails, etc. We need to aggressively follow through on these as well as fill in several master planning activities that have not been given adequate attention.

What are the three most important issues to you?

First -- Implement the Blue Ridge Water plan.

Second -- The Green Valley Redevelopment area improvement and completion.

Third -- Open government that is responsible and accountable to the people.

How will you attempt to address or solve those issues?

I will work to focus our efforts and on the agreement with Salt River Project (SRP) to secure Blue Ridge water in 2008. Then turn my attention to the design and build of the delivery system.

I will work with the Payson Event Center Technical Advisory Committee to see that the Event Center is completed to our specifications, Main Street enhancements with the assistance of GVRA and the Payson Area Chamber of Commerce are accomplished and to see that we begin the work with the American Gulch Project.

What can voters expect from you?

Honesty, integrity, hard work, dedication to council work and a business like approach to the administration of the Town.

What are your qualifications for holding a council seat?

  • Completed Payson Citizen Leadership Academy.
  • Retired CEO of Mahaska County Hospital in Oskaloosa, Iowa who knows how to make tough decisions and get things done.
  • I have the time and energy to devote to get the job done.

What experience do you have, preparing you to hold office?

Experienced CEO, Payson Citizen Leadership Academy, Served on the Parks and Recreation Advisory Board and Member and Chair of the PATS Task Force.

How will you work with your fellow councilors, if elected?

I will work with the mayor, fellow council members and town staff with an open mind, a willingness to listen to all sides, and a dedication for what is fair to achieve the established goals of our community.

In what activities or committees are you currently involved?

Currently serving on Parks and Recreation Advisory Board and PATS Task Force. I have also volunteered time helping to mark and sign trails around the town and have helped the Humane Society crush aluminum cans as part of their fund raising efforts.

What do you enjoy doing in your free time?

I am an avid bicyclist on and off road. I hike with the Payson Packers and I enjoy softball and golf.
