Payson Draft Ethics Policies Now Available For Public Review

The Citizens Task Force on Ethics for Payson has drafted policies that would, if adopted by the Town Council, govern the ethical behavior of elected and appointed officials of Payson, as well as employees of the Town of Payson.

The Task Force has studied the policies of others, deliberated carefully and created two draft policies.

Code of Ethical Behavior for Town Officials

One policy, called the "Code of Ethical Behavior for Town Officials" is intended as a code for elected officials, such as the mayor and members of the Town Council and for appointed officials, such as members of the various commissions such as Planning and Zoning, etc.

Ethical Standards for Town Employees

The other policy, called the "Ethical Standards for Town Employees" would govern employees of the Town as well as contractors.

There must be two policies because elected and appointed officials serve under voter authority, while ethical behavior of employees is a human resources or employment matter. Thus, they must be treated differently.

The full text versions of the policy drafts, along with synopses of each document, are being provided as downloadable PDF files for public review.

The policy drafts have already been legally reviewed and will be subjected to further legal review by the Town Attorney.

The policy draft for employees has also been reviewed by Payson's Director of Human Resources. It is now the intention of the Ethics Task Force that the policy drafts be available to the public for 45 days, during which time the public may submit comments.
