Payson Interim Town Manager Debra Galbraith won promotion to a permanent $124,000 annual contract without having to compete for the job Thursday, Jan. 10, despite the objections of Vice Mayor Tim Fruth.
Fruth said Galbraith has done an excellent job since she took over running the city administration when the council ousted Town Manager Fred Carpenter last October, but objected to the promotion to the job permanently, without any formal process or competition from other candidates.
"This is the highest position in all of Payson and we're doing it without a procedure. I just don't think this is the way to do it."
However, the other council members said Galbraith has done such a good job, they need look no further.
"Debbie came to us through a very rigid process," said Councilwoman Su Connell, referring to when the town hired her as finance director last year.
Councilman Mike Vogel commented, "Sometimes you don't have to go through a process to know you have the best person available. If there's ever a person who came through under fire -- there she sits."
