Women Arrested On Drug Charges After Supicious Activity Reported

Two women were arrested Wednesday night, July 16, in a Star Valley RV Park on drug-related charges after a watchful manager notified police of suspicious activity.

Kristy Lynn Ulmer, 30, and Lori Anne Horn, 38, were arrested at the Lazy D Ranch Apartments and RV Resort on East Highway 260, around 7 p.m., after Payson Police obtained a search warrant, said Chief Don Engler.

Ulmer, who also goes by "Kristy Lootans," was charged with possession of drug paraphernalia, possession of marijuana, weapons misconduct and possession of dangerous drugs, methamphetamine, he said.

Horn was charged with driving under the influence of drugs.

Park manager Mark Conley noticed frequent vehicle and foot traffic to Ulmer's trailer and began taking down license plate numbers, which he submitted to police a week ago.

Ulmer had been staying in a trailer at the RV park for six months, Conley said.

This is the second drug bust at the RV park in over a year, Conley said.

In 2006, Michael Jimenez was arrested on multiple drug charges after Conley noticed a lot of traffic coming and going.

The Kristy Ulmer arrested is not the same Kristy Ulmer who manages Macky's Grill in Payson.
