On Friday, Feb. 29, I spoke with Mr. John Breninger, project manager for Pine Water Company's K2 well site. I requested a copy of the request for proposal (RFP) documents for the proposed well project. Mr. Breninger refused my request saying that I am "not a licensed well driller in the state of Arizona."
In the legal notice published in the Payson Roundup (and also available online at their Web site), it states, "One proposal packet will be provided each interested party at no charge." I am an interested party. The legal notice does not state that packets are available only to licensed well drillers. According to the legal notice, the RFPs are to be opened at 2:30 p.m. on Monday, March 3, 2008.
I find it highly questionable that Mr. Breninger, former chairman of the Pine Strawberry Water Improvement District (PSWID) governing board, is now the project manager for Pine Water Company's very controversial project. And why does he refuse to allow the public access to the RFP documents?
This legal notice is also signed by Mr. Jim Richey, PSWID Designated Representative. Questions and messages to Mr. Richey have gone unanswered.
Excuse me, I must now go and check the woodpile for rats. I smell 'em.
