Electric fences are harmless

Electric fences do not harm animals or people.
In spite of the entertaining stories from the mayor about fried piglets and concerns from a reader, electric fences do no harm.
If one were to touch a properly installed electric fence and ground, they would get a shock similar to an electrostatic shock they would get by shuffling across a carpet in dry weather and touching something that is grounded. A fence connected to 110 volts is of course a different story.
