Concerned about Payson code enforcement

I am concerned about the way our zoning enforcement is handled.
My neighbor below me has blocked the natural drainage which runs through my yard, causing my yard to flood, not to mention the 9-foot-tall fence they put up, or the out-of-code carport.
I have contacted the city about this countless times over the past two years with no enforcement. The town has said they were in the wrong and should not have done what they did but no enforcement. What are laws for if they are not enforced. This has cost me a lot of money in repairs to my home and driveway, but the city does not seem to care.
Should I contact an attorney, and give up faith in the law and sue the city and the homeowners? Please give suggestions or opinions.
