Reasoning for denial to distribute Constitution was bogus

I am a member of Payson Sons and Daughters of Liberty. To clarify the brouhaha regarding our request to pass out Constitutions and information about our group, it was me that went into the parks and rec office to find out if we needed a permit or any kind of permission to set up a booth for the Fourth of July event at Green Valley Park.
The lady at the desk didn’t know for sure, so she went to get Charlene Hunt’s help. I asked Charlene if our group needed to apply for a permit/permission and she told me that we couldn’t get a permit — it was against policy because if people discarded our literature it could blow into Green Valley Lake.
The $200 cost of a booth was never offered to me. I was flatly denied permission to distribute the U.S. Constitution and literature about our group on city grounds. If someone else from Sons and Daughters went in to request permission also, I am not aware of it.
Our group discussed this and knew that we were wrongly denied permission and thought the reasoning was bogus due to all the paper that vendors and picnickers produce and we had not intended to force our literature on any citizen.
We chose to pass the Constitution out elsewhere, including along the parade route and at Re-Runs on Main Street. The owners of Re-Runs welcomed our group and we’re very grateful that they share concern for our liberties.
Any citizen interested in joining our group is more than welcome. We are non-partisan and just working to ensure ALL citizens are aware we’re losing our God-given rights. PSDL is determined to expose and fight against any infringement of our Constitutional freedoms. Contact: j_hancock1776@yahoo.com for information.
