Hold dog owners responsible

About some dog owners not being held responsible (re: letter to the editor from Kathleen Kelly, June 19 Roundup), I think they should be held responsible for it. Either that or they should put a leash on the dog or put a fence up.
I think he should show proof of rabies because if he didn’t and the dog did have rabies, then she could have died. And if she’s surrounded by the unleashed dogs, then maybe the owners should do something about it, and if they don’t do nothing, then the dogs should go to the Humane Society.
