Release skunk into the forest

Regarding a letter to the Roundup from a Star Valley resident and a skunk who was living under their house ... the letter stated an employee of Star Valley Town Hall, when called for advice regarding the skunk, stated to catch said skunk and drown it.
Why, why ... if you go to the trouble and difficulty of catching a skunk (or any wild creature) would you then kill it? If you caught it, why not take it into the forest and set it free? Wouldn’t that be the more humane method?
Holding any living thing underwater while it fights for its life is barbaric. Whoever the employee is, shame on you!
