Level 3 sex offender Andrew David Culp, 24, notified police that he is living at 1115 N. Monte Rosa Lane. Culp, who does not have a vehicle, is 5’10”, 200 pounds and has brown hair and hazel eyes.
During 2000 and 2001, while a juvenile, Culp engaged in repetitive sexual behavior, including sexual intercourse, with a 13-year-old female. Since his adjudication, Culp failed to register as a sex offender twice and has recently been released from the Arizona Department of Corrections. The Arizona Department of Corrections, the Payson Police Department and the Gila County Sheriff’s Office consider Culp a level 3, high risk to the community.
The PPD is releasing this information pursuant to ARS 13-3825, the Community Notification on Sex Offenders Law.
Culp has indicated that he will be living in the town of Payson. It is the responsibility of the chief law enforcement officer having jurisdiction where the offender resides to make notification to the community.
Notification must be made when certain sex offenders are released from the Arizona State Prison, accepted under an interstate compact or released from the county jail back into the community.
Culp has been convicted of a sex offense, which allows for community notification. The PPD at this time does not have any outstanding warrants on Culp, but he is on parole. Culp’s parole officer is Jonathan Foote, with the Department of Corrections.
