Why do we have the EPA?

Unless you are privy to news that I cannot find, our Environmental Protection Agency did absolutely nothing for 10 days after the accident in the Gulf. In fact, there was nothing about the explosion on their Web site until today.
Also, why didn’t they respond to BP’s request to start a burn before it turned into a national emergency?
Did you know the EPA has a ship that is supposed to handle ocean emergencies? EPA’s Ocean Vessel Bold, which is a survey ship, was not even scheduled to check out the rig and/or the oil spill.
Wouldn’t you think that would be the first thing that anyone in charge would want to do IF they wanted to help prevent the spill from washing on shore?
The government has failed us once again ... and wonder if it is the lack of experience, or something else?
