Your thesis is correct. Community leaders and citizens must make it a top priority to monitor federal projects that are intended to safeguard our resources and our communities.
In New Orleans the levees did not fail only because of soil subsidence, but because the U.S. Army Corps of Engineers failed to construct and maintain the levees while Congress inadequately funded projects. Indeed, the flooding from failed, federal levees has been a call to action for citizens of New Orleans.
