Fifteen thousand residents to 38,000? The town doesn’t have enough jobs to support 15,000.
Forget the Blueprint For Change and draw up a Blueprint For Businesses that pay a living wage not a minimum wage. Then change will come for the 15,000.
As for 38,000 people living in Payson — never happen.
