General O. O. Howard was sent by Washington to try and achieve
peace with the Apaches, placing them on reservations. General Crook
who believed a military defeat of the Apaches was the only final
answer opposed him. Eventually, Howard gave up, and Crook was given
a free hand to resume the war.
