Why is someone laying traps for off-roaders?

Sharpened rebar slashes tires of eight off-roaders over the weekend

Some put pieces of sharpened rebar on dirt roads in the Happy Jack area, apparently to destroy the tires of off-road vehicle users, according to the US Forest Service. The Forest Service law enforcement is asking the public for any information related to five pieces of spiked rebar left on several forest roads. The pieces of sharpened metal slashed open at least eight tires last weekend. The rebar was left on roads often used by off-road vehicles.
