The question unasked. Are they labeled as 'Dangerous'. If so then personal responsibility comes into play. Who said these products could be used as drugs for personal pleasure? Did the store advertise and sell them that way? Can you prove that the retailer knew these were intended to be used as a means to become intoxicated? If there is an underground information system that talks about these substances and how they can be used to get high then follow the trail and find the retailer that determined to sell them for that purpose, but if you can't, you can't and that's it. When knowledge of these products reaches the ears of law enforcement or even participating parents, then make the information known. Let the Parents take over and be responsible.

If you don't read the second half which I will discuss later then you have to read what was just written. "legal substances" They are legal. Is getting high dangerous? Damn right it is and we've all known that for a long, long time. By adding the second part of the question; However, it makes it impossible to answer with a rationale. Terrible Question. It should read thus. "Should the current crop of legal substances, available for purchase, that apparently allow someone to get ‘high’ dangerous and should it remain legal?" next question "Is it just a harmless fad?" Post those two questions then post the results of each.
