December 12, 2019 Mayor and Council, My name is Stan Garner. I am a resident of Payson. Regarding an article in the December 4, edition of The Payson Reformer, posted on the Mayor’s Facebook page, Payson First. On the last page of the paper, titled MHA EVENT TIMELINE. Under Special Notes, item 7, states: “Su Connell, TOP council woman for 12 years and Secretary of MHA Foundation, occupied an office for RCEA, SLE in the Town Hall Complex from 2011 to 2018. After her passing on 10/16/18 all records kept there for RCEA, SLE mysteriously disappeared.” Su was Secretary for MHA foundation from March, 2016 till 2018, she was not appointed to the RCEA, SLE until 2015. She subsequently became Secretary/Treasurer of that body. She stepped down from that position in 2018 due to the devastating effects of her brain cancer. Shortly thereafter the Town Manager requested that RCEA, SLE vacate the office as the Town needed the space. The records did not “mysteriously disappear,” they are intact in the hands of the RCEA, SLE where they belong. Su is not here to defend herself, but I am. We were married on October 6, 2012 at Tonto Natural Bridge, one of her favorite projects, and I personally witnessed her dedication to this Town and its residents. She always responded to requests by citizens for assistance with issues. The Town and I lost her beautiful smile on October 16, 2018. To suggest that Su Connell would have been involved with a supposedly corrupt organization, charitable or otherwise, is to impugn her character and integrity. Anyone who knew her knows she would never participate in such activity. The recent announcement by MHA and U of A affirms that fact. I hereby request, nay demand, that Mayor Morrissey and Councilman Ferris correct the record and issue an apology for misstating the facts of the matter and defaming her character. This is Not 2008 All Over Again: The Mortgage Lending Factor Some are afraid the real estate market may be looking a lot like it did prior to the housing crash in 2008. One of the factors they’re pointing at is the availability of mortgage money. Recent articles about the availability of low-down payment loans and down payment assistance programs are causing concern that we’re returning to the bad habits of a decade ago. Let’s alleviate the fears about the current mortgage market. The Mortgage Bankers’ Association releases an index several times a year titled: The Mortgage Credit Availability Index (MCAI). According to their website: “The MCAI provides the only standardized quantitative index that is solely focused on mortgage credit. The MCAI is…a summary measure which indicates the availability of mortgage credit at a point in time.” Basically, the index determines how easy it is to get a mortgage. The higher the index, the more available the mortgage credit. On the right is a graph of the MCAI dating back to 2004, when the data first became available. As we can see, the index stood at about 400 in 2004. Mortgage credit became more available as the housing market heated up, and then the index passed 850 in 2006. When the real estate market crashed, so did the MCAI (to below 100), as mortgage money became almost impossible to secure. Thankfully, lending standards have eased since. The index, however, is still below 200, which is half of what it was before things got out of control. Bottom Line It is easier to get a mortgage today than it was immediately after the market crash, but it is still difficult. The difference in 2006?
